Sounds like the car got pretty hot idling away. When you hit it on the highway the ECU registered knock, and sent you to the land of safety boost. So until you shut off the motor, you'll still be there. All your highway tests would have still been in safety boost. Once at the track, you shut it off to check under the hood, that would allow full boost. Then on the track the ECU once again heard knocking, so it sent you back to safety boost. rinse, repeat
